ISSUES OF CITY SELF-GOVERNMENT ON THE PAGES OF YAROSLAVL PERIODICALS OF LIBERAL ORIENTATION OF THE LATE XIX – EARLY XX CENTURY (based on the materials of the newspapers “Golos”, “Severny krai”, “Severnoye slovo”)

The article is devoted to the study of issues and problems urban self–government in Russia during period 1870 – first half 1914 reflected on pages Yaroslavl liberal newspapers. In context recent growing interest self– government, publicists’ position this issue most vivid development self-government late XIX early XX century especially significant.
 
 purpose identify nature covering orientation periodicals, those that were mainly criticized by staff these publishing houses.
 Materials methods. To achieve study, author reviewed all significant publications newspapers “Golos”, “Severny Krai”, “Severnoye Slovo”, various aspects existence activities carried out city bodies Russia. Issues discussed periodicals quite often, from different angles issues.
 Study results. demonstrates a predominantly critical considering self-government. main objects criticism publicists state duma’s budgets, shortcomings electoral system, lack initiative duma councillors solving issues, full-fledged publicity at meetings duma, low political activity disunity councillors, their insufficient attention grassroots, sporadic cell-like bodies, social activities, such as public assistance, education health care, well level services amenities.
